どこかの酒の席で聞いたお話。
　
世界の亀山モデルと言えばシャープの液晶テレビ「AQUOS」。そして液晶テレビと言えばシャープの他に国内ではソニー、海外ではL.G.電子、サムスンなどの韓国企業が有名どころであり、日々熾烈な販売競争を繰り広げています。この中でも特に韓国企業の活躍はめざましく、日本企業はしばらく水をあけられた状態となっていました。ところが液晶テレビ市場を牽引してきたこの韓国企業に最近異変が起きているとの事。具体的に言うとサムスンやL.G.の液晶生産技術が退化しているというのです。同じ企業なのにそんな事ってあり得るのか？ 　

―――本題に入る前にマザーガラスに関する説明を少し。

マザーガラス･･･液晶テレビの顔とも言える液晶パネルの元になる基板。「第○世代の･･･」と呼ばれ、○に入る数字が大きい程面積が大きいものとなる。大きいマザーガラスからはたくさんのパネルを取る事が出来るので結果的に生産の効率化・コストダウンを図る事ができるが、生産に要求される技術レベルは大変に高いものとなる（液晶テレビに用いるガラスは普通のガラスに比べ表面の凹凸が極端に小さい）。　

シャープは亀山第2工場にて今年8月に第8世代（2160×2460mm）のマザーガラスの製造ラインを稼動すると発表。こう来れば他のライバル企業も黙って見ていないわけで･･･しかしサムスン、L.G.は第8世代どころか第7・6世代のガラスも満足に製造出来ない状況であるとか。これまで市場をリードしてきた企業でこの技術の後退は一体何を意味するのか？？

結論を先に言ってしまうと、亀山工場の「完全な情報セキリュティ」にその答えがあります。亀山工場はマザーガラスの製造からテレビの組立までの工程を一貫して行なっており、その製造工程はほぼ完璧に隠匿されていると言えます。特に重要な核となるマザーガラスの製造部分はブラックボックス化していて社員でもその詳細が分からないという事だとか。またこのセキリュティは製造ラインの建設時から徹底して守られており、装置メーカーからの技術漏洩を防ぐ為に装置をバラバラに外注し組立は自分で行なう事でブラックボックスを守ったという逸話もある。ラインに置かれる装置はほとんどが外注の為に技術の「ミソ」が漏れ易いという盲点があったのです。

サムスンやL.G.等の韓国企業が過去に日本技術者を大量にヘッドハンティングしていたのは有名な話で、時には何十倍もしくはそれ以上の報酬を約束する場合もあったそうです。まだ知的財産というものの認識が低かったこの時代、まさに日本の技術は垂れ流し状態であったと言えます。前述した装置メーカーからの情報取得も良く使われた手段でした。韓国企業はこうした手法で日本の技術に追い付き、そして生産コストの面で他を圧倒し今の地位を築き上げてきたのです。

そしてこの亀山工場の登場です。シャープは生産技術の核を完全に守る事で技術の漏洩を防ぎました。これまで技術を盗む事で成長を遂げてきた企業にとってこれはギブアップ宣言を意味します。もちろんこれ以上の進歩は望めません。これが技術が「後退」している理由です。後退と言うよりは停滞と言った方が良いかも知れませんね。それでも亀山工場の周りには情報を盗み出そうとしている産業スパイが今でもたくさんうろうろしているという話です。

技術を盗むのは勿論褒められた事ではありませんが、資本主義・競争社会においては仕方の無い事であるかもしれません。日本も過去に外国の高い技術をたくさん取り入れたからこそ今の姿があるわけです。ではどうしたら良いか？機密漏洩防止、すなわちシャープのようにセキュリティレベルの極めて高い工場を建設するのも一つの手でしょう。大企業が海外の工場を国内へ続々と「Uターン」させているのもこれが理由だと思われます。でもこれでも完全ではありません。一番の肝は人、すなわち技術者だと思います。技術者にとって良い労働環境――決してお金だけの問題ではなく――を作り上げる事が何よりも大切なのではないでしょうか。

･･･余談。現在のサムスンはソニーとの合弁会社を設立、第7世代以上のマザーガラスの製造に対応している状況となっています。こうした経緯を知るとなんとも微妙な感じですが･･･。ソニー･･･。そうでもしないと生き抜く事が出来ない、それほど厳しい業界なんだという事をしみじみと感じさせるお話です。
